You are taking the memo out of context. The memo is actually quite consistent with Obama has been saying in his speeches, that he didn't want to abolish NAFTA, but he wanted to strengthen it to the benefit of American workers.

Barack Obama's lead economic advisor says that "Obama's tough talk on the North American Free Trade Agreement is just campaign rhetoric not to be taken seriously."
